small amounts such as 5 or 10 made generally to the force were regularly repaid to the accountant, but I cannot say whether the larger advances made during the second half year of 1919, to be repaid by instalments, have been made, but on the other hand the Government has no proof that they have not been repeid.

There is no doubt in my opinion that the defalca- tions have arisen owing to the lexity of the financial control of the department. It is regretted that large sums of monies were allowed to remain in the control of the accountant, instead of being duly paid into the Bank in accordance with Colonial Regulations 320 and 329. There appears to have been little or no control over the issues of monies from the Imprests of 86,000 and $12,000 which were kept in the Police official bank- ing accounts, and little supervision apparently was made to see what became of the monies dres from the Bank, any more than there was to see that the advances made were ultimetely repaid. Large sums of money were collected monthly from outside sourceS for the payment of guards on steamers, private residences, &c. There appears to have been little or no control of these monies, se I can find no record which would show that the Treasury were

informed as to the correct amounts under these various sub-heads

that should have been received from time to time, I therefore

assume that the amounts were received by the Treasury on the

signature of the Captain Superintendent of Police or some other

official of thet department. Apparently there existed a lack

of cohesion between the Police Department and the Treasury in

financial matters.

It is difficult to understand why the Treasury

allowed the "Other Chargee" vouchers for August and October to remain outstanding, although the cash had been paid to the Police Department. I understand that Chen Pui had paid sums on account of some of the November bills for which he had received the full sum to make payment, it is therefore palpable that he was fully aware that the Treasury would not call in the vouchers for some

time.
